I have resolved the issue with my background music on Facebook. 

Going forward, I will use the Meta (Facebook) sound/music  collection. This worked without problems on Feb 26 and while it is not great music IMHO it's a lot better than arguing with Orchard Rights Management about music. 

Also, there is a new file retention policy at  Facebook. 
Online content will  only be available for 30 days.
